Finance & Administration Officer – Uganda

Job Summary
The primary responsibility of this position will be to accounting/financial management and some administration functions for the IYF Uganda field office under the coordinated supervision of the Project Director and the Field Office Finance & Administration Manager at IYF-Baltimore. This includes but is not limited to accounting for field office transactions; monthly financial reporting to Baltimore; cash management; maintaining office and financial records and files; and implementing and supervising adherence to policy, budgets and internal control measures. The position will implement procedures in compliance with IYF and USAID policies; manage payroll, staff reimbursements, and maintenance of personnel records; draft periodic and annual reports on financial status of project expenses and budget information. The position will track the transfer of funds between headquarters and the field office, and manage accounting and finance records of in-country expenses. The position will ensure funds availability and verify that all procurement actions are compliant with IYF policies prior to payments.

Job Responsibilities/Specific Duties

Acccounting/Finance
  • Ensures the field office’s compliance with IYF Baltimore established policies and procedures
  • Ensures the field office’s compliance with the terms and conditions of the Cooperative Agreement
  • Prepares monthly financial reports for IYF Baltimore and internal management reports for the Country Director containing analysis of financial and budget to actual expenditure information
  • Prepares cash flow projections, monitors cash flow and request funds from IYF Baltimore as needed
  • Responsible for full accounts payable process, from requisition through to payment
  • Records and accounts for daily transactions, maintaining required files and other documentation serving as evidence of transactions
  • Processes payroll, remits tax and other contributions and reports to local agencies
  • Performs month-end closing duties such as reconciliations, VAT reimbursements, review of vehicle log books and contracts tracking sheet, submission of QB backup and submits random audit sample documentation, etc.
  • Assists with year-end closing process and annual inventory
  • Prepares and submits reports and filings in compliance with local government laws
  • Carries out any other tasks as assigned by the Project Director and Manager, Field Office Finance & Administration at IYF Baltimore

Administration

  • Responsible for all matters related to the administration of local contracts of a programmatic or operational nature, including establishing vendor relationships, negotiating rates with vendors, and ensuring that all procurement activities in accordance with IYF policies and procedures.
  • General responsibility for vehicle oversight with regards to IYF's vehicle usage policy.
  • Any other administration duties assigned by the Project Director.

Supervisor
Direct day to day supervisions will be provided by the Project Director for the Uganda field office. Technical supervision and oversight will be provided by the Manager, Field Office Finance & Administration at IYF Baltimore.

Required Skills & Qualifications

  • Minimum of a bachelor’s degree in Accounting or equivalent experience.
  • Minimum of three years experience working on accounting/financial management of development programs with international, non-profit organizations (larger than $5 million), as well as multi-office, multi-national environment.
  • Substantial financial management experience on USAID contracts/cooperative agreements, including USAID policy, procedural and reporting requirements.
  • Experience in financially managing USAID-funded grant programs.
  • Experience in field based accounting.
  • Experience with computerized accounting and strong organizational and leadership skills. Strong experience using QuickBooks multi-currency accounting software package preferred.
  • Excellent oral and written English fluency required. Fluency in local/other languages helpful.

Desired Skills & Qualifications

  • Master’s degree or recognized professional degree, such as CPA.
  • Knowledge of U.S. and local accounting practices and relevant laws.
