Bertrand has over 15 years of professional experience implementing overseas citizens' assistance programs with the U.S. Department of State in Mexico and Mexican Ministry of Foreign Affairs in the United States, working with public school systems, juveniles in detention facilities, and victims of crime. Bertrand is a certified teacher and holds a Master's Degree in Protection of Human Rights and a Bachelor of Arts in International Relations. Bertrand has also conducted an internship with the foreign affairs section of the Spanish Human Rights Institution, Defensor del Pueblo. A teacher at the Autonomous University of Baja California Sur, currently based in Cabo San Lucas, Mexico, Bertrand brings to IYF strong program management experience and a network of collaborators in the local government and business sectors.
